Wesley Snipes stars as Pete Nessip, a US marshal who, with his brother and fellow lawman (Malcolm-Jamal Warner), is assigned as an escort for the transfer of a drug-cartel informer (Michael Jeter).

When their 747 is hijacked by alleged terrorists, Pete's brother is killed, the plane is badly damaged by an explosion and the "terrorists", along with the informant, appear to take a fatal free-fall.

The FBI theorises that Pete's brother caused the explosion, but Pete heatedly disagrees and further insists that the hijackers and prisoner jumped out of the plane and escaped with parachutes and, whilst on suspension pending an FBI investigation, Pete goes undercover to prove his theory.
