Chuck Norris, who co-wrote the script with his brother Aaron and James Bruner, stars as Matt Hunter, a retired CIA agent who wages a one-man war on international terrorists led by a psychotic Russian spy Rostov (Richard Lynch). With terror spreading everywhere, martial law is declared and only Hunter, who has had previous encounters with Rostov, can take him on.
